Viji specializes in air permitting and Emission Reduction Credits (ERCs) trading throughout California.  He assists clients by acting as liaison with regulators (U.S.EPA, ARB, DHS, SCAQMD and other local agencies) and tracks regulatory activities affecting air, water and wastewater pollution control, environmental compliance and enforcement concerns.

Mr. Sadasivan has more than twenty years of diversified engineering and construction experience in the petrochemical, municipal, and power industries.  He has exceptional knowledge of government rules and regulations pertaining to air and wastewater pollution control.

EXPERIENCE:            AER*X Division of RMT, Inc. California.

Project Manager for major air quality permit engineering support to TRW, INC., Manhattan Beach, California: regulatory review, engineering evaluation and air quality permit documentation preparation.  He also served as Project Manager for a hazardous waste disposal project involving waste characterization, waste disposal plan, and disposal activity review and documentation for a confidential chemical manufacturing company in Los Angeles, California.  Mr. Sadasivan acted as Project Manager for an engineering evaluation of a tertiary wastewater treatment system using Advanced Oxidation Processes (AOPs) for oxidation of phenols and ethylene glycol at Nalco Chemicals, Newark, California.  He also served as Program Manager for a cost study on hazardous waste handling and disposal operations in Los Angeles, California. His responsibilities included business development and operations management.

South Coast Air Quality Management District (SCAQMD) El Monte, CA

Air Quality Engineer with the refinery unit responsible for evaluating more than three hundred permit applications for authorization to construct and permits to operate.  Viji analyzed proposed designs of process equipment related to construction and permits to operate.  He has analyzed proposed designs of process equipment related to chemical plants, refineries, foundries, and coating and plating industries for determining the extent and controllability of emissions and compliance with air pollution control District rules and regulations.

Samples of complicated special projects performed at the District include:  (1) Methanol project with RTD & RTA (for CEC & CARB);  (2) Mobil Oil Corporation emergency shutdown project;  (3) Evaluation of refinery operations for Shell California Production Inc., Long Beach; (4) Unocal refinery for coal gasifier project;  (5) Arco Refinery bulk loading facilities at Carson;  (6) Shell Chemical Company, Carson refinery project; and (7) the management of BACT protocols for OCS facilities.

Fluor Engineers and Constructors, Irvine, California.

Process Engineer and Lead Engineer in the design of petrochemical, refinery, crude oil and gas, and nuclear fuel processing facilities.  He has off-site and utilities design experience for process plants.  Specialties include water, wastewater and air processing facilities, and power generation and crude oil topping plants.  Mr. Sadasivan evaluated the feasibility of energy recovery from waste and bio-mass projects.  He has comprehensive engineering experience in gas processing, seawater intake and treatment systems, and has produced waste treatment and water and waste injection systems.  Viji performed detailed engineering design in the gas phase polymerization process used in producing high-density polyethylene.  Design specialty areas include, purification of ethylene, butane, propylene, isopentane, T2, hydrogen and nitrogen systems. He was involved in the process design of methanol to gasoline plants using crude methanol from natural gas as feed stock.

His experience also includes designing a feedgas CO2 removal system and other major utility (steam, power, and cooling water) systems for the Northeast Ohio Regional Sewer District, Cleveland, Ohio.  As a research and development engineer he was involved in the planning and design of advanced physical/chemical treatment plants for wastewater treatment facilities.  Conducted pilot-plant and new start-up operations and trained new engineers and operators for several treatment plants.
